Artur KALA was born in the city of Bulqiza on May 6, 1977. He is married and has 2 children.

In 2001, he completed his higher studies and graduated with the title "Forest Engineer", at the Faculty of Forestry at the Agricultural University of Tirana, (1996 - 2001).

In 2016, he completed his post-university studies "Master of Science" for "Marketing and Operations Management", at "Marin Barleti" University, Tirana, (2014 - 2016).

His professional career carries several important leadership positions in various institutions in Albania, such as; Head of Forest Administration, in the Buqlize Forest Service Directorate, where he served in the years 2000 - 2003; Judicial Police Officer, at the Bulqiza Judicial District Prosecutor's Office, where he served in the years 2003 - 2008; Director of the Agency for the Administration of Seized and Confiscated Assets, where he served in the years 2014-2021, Director of the Directorate of Human Resources and Services in the Ministry of the Interior, where he served in the years 2021-2022.

Since April 2022, he serves as the General Director of the National Forestry Agency.

Artur Kala has carried out a series of trainings, qualifications and other national and international activities with a scientific and technical character.

He knows English well and communicates fluently in Italian.
